Section 8 Voucher Program

Brief Description: 
Provides rental assistance to low income individuals and families.

The Housing Choice Voucher (HCV) program provides rental assistance to low income individuals and
families, who select their own rentals from homes and apartments on the private market. The family
pays about a third of their income in rent to the landlord, and the Housing Authority pays the rest, up to
a certain limit, directly to the landlord.

Eligibility is according to income. See following chart. Encourage clients to fill out pre-application
regardless of their income.


The Housing Authority does not have any programs that can help people with emergency housing
needs. All of our programs require some kind of application process, and many have long waiting lists.

Application/Registration Procedure: 

If you would like to be added to the Santa Cruz County Housing Choice Voucher (Section 8) Waiting
List, you must complete a Pre-Application form and return it to the Housing Authority. See following
application. You may obtain and submit an online Pre-Application form by going to You may also obtain a Pre-Application form from our lobby during regular
office hours, or you may request that a Pre-Application be mailed to you by calling (831) 454-9455 ext.
306 for English, ext. 354 for Spanish or by writing to the Housing Authority at 293l Mission Street,
Santa Cruz, CA 95060. Your name will be placed on the Waiting List by the date the Housing
Authority receives your completed application. If you need assistance completing a Pre-Application
